Hidden items 'off the page'

Items 'off the page' on a background layer can't be scrolled to (or seen if the window doesn't have 'off the page' space) when you are on the foreground layer. This is different and worse behaviour that SP2, when you were always aware of items off the page by the extended scroll bars.

Incidentally, the space off the page is absolutely essential for storing items, or even seeing boxes extending off the page. Apple's Pages, which I occasionally use, doesn't have this, and makes it very hard to use.

Hi,

My tests show that the space outside the page is reachable by scrolling only if there is an object on the active layer. Objects on other layers aren't considered. This happens with both SP2 and SP3.

The difference between SP2 and SP3 is that in the Preview Mode (Cmd-) version 3 doesn't show objects outside the page.
