Different attributes for text in a single layer

I am simply trying to create two words of text in the same layer but give the two words different attributes. It appears that you can do this with regard to attributes such as font, font style (bold, italic, etc.), font size, etc. However, no matter what text you select in the Text-Layer Content window, any attributes applied in the Effects panel get applied to ALL text in that layer.

So if I am not mistaken, that means that if I want to create a logo with the words "Art Text" but have the word "Art" be red and the word "Text" be blue, the two words have to be in separate layers -- is that correct?

That's correct. You have to create two layers to apply different effects to the parts of text. You may find helpful the text splitting feature:
